The New York Consumer Directed Personal Assistance Program (CDPAP) offers no out-of-pocket cost home care aid to 21 years or older chronically ill or disabled Medicaid clients who require assistance with activities of everyday living or skilled nursing services.

WHO IS ELIGIBLE FOR CDPAP?

Eligibility depends on several criteria, which include but are not limited to the following:

  1. Must be at least 21 years old.
  2. Must live in New York State
  3. Must need more than 120 days of Community Based Long term Care Services.
  4. Must be Medicaid eligible

Before an individual can receive home care assistance, their physician must dispatch a concluded Physician’s Order for home care services to the local social services district. A nurse assessor then decides whether the Medicaid recipient is suitable for CDPAP and recommends service amount, frequency, and duration.

Eligible Medicaid recipients have the option to choose their caregivers. However, the Medicaid recipient must make knowledgeable choices regarding the home care services or have other adults able and ready to make instructed decisions.

The Medicaid client or representative must also be accountable for recruiting, hiring, training, managing, and terminating caretakers, setting backup coverage when required, organizing and coordinating other services, and maintaining payroll records.
